Draft advice on 1991 Traffic Distribution Rules

The CAA published today a consultation on its draft advice to the Secretary of State in relation to the Traffic Distribution Rules 1991. Our draft advice for consultation is that the SoS should revoke these rules.

Under the TDRs whole plane cargo services, or general or business aviation services, cannot be operated at Heathrow or Gatwick airports during periods of peak congestion without permission from the airport operator.

We welcome responses from interested stakeholders by 26 June 2026. Responses should be sent to [email protected].

We plan to provide our final advice in summer 2026.
