CAP493/SI/2025/02: Introduction of ICAO’s four levels of disruptive passenger behaviour and update of section 6 and appendix H

Supplementary Instruction CAP493/SI/2025/02 to the Manual of Air Traffic Services Part 1, was published on 15 August 2025, effective 14 October 2025.

The purpose of this Supplementary Instruction (SI) to the Manual of Air Traffic Services (MATS) Part 1 (CAP 493) is to:

• introduce the four levels of disruptive passenger behaviour outlined in ICAO Doc 8973 into section 5, chapter 5;
• update section 6 to reflect current regulatory references and align the processes with existing practices; and
• update the directory in appendix H.
