Airspace Modernisation: NERL Licence – Final proposals

Today we published CAP 3164, consulting on final proposals to modify NATS (En Route) Plc’s (NERL) air traffic services licence conditions to support the creation of a new UK Airspace Design Service (UKADS).

This consultation, which takes account of responses to our initial proposals, closes 20 January 2026.

Consultations on draft guidance for the UK Airspace Design and Coordination Services and requirements for a UK Airspace Coordination Service and associated guidance will close on 12 January 2026.

Our separate consultation on the airspace change process is open until 18 December 2025.
