CAA Consultation: Proposed Revisions to CAP1096 – Crane and Tall Equipment Safeguarding

The CAA has launched a public consultation on proposed revisions to CAP1096, Guidance to Crane and Tall Equipment Users on the Notification Process, Obstacle Lighting and Marking Requirements. The proposals seek to improve the management of cranes, tall equipment and other temporary obstacles in the vicinity of aerodromes through a more risk-based, proportionate and digitally enabled safeguarding framework.
 
Key proposals include the introduction of Crane and Obstacle Notification Areas (CONAs), enhanced notification requirements, increased use of ACOMS, clarification of stakeholder responsibilities, and revised arrangements for obstacle management, lighting and marking.

We invite all stakeholders to give us their views. The consultation will remain open until November 18 2026.
